1. The meeting was opened at 5:07 p.m. by Chairman Julius Goldhirsh. It was moved and seconded that the minutes from the 5 January 1994 meeting be approved. The motion was passed unanimously.
2. Membership Committee Report.
Al Gasiewski reported that the membership committee had received three nominations:
Al Gasiewski reviewed each nominee's qualifications; a motion to accept was put forth and seconded. Each nominee was accepted as a member by unanimous vote.
3. Items raised at the USNC meeting of 3 January 1995.
A. Julius Goldhirsh reported on the USNC member-at-large status. Al Gasiewski was elected as a member-at-large for the period January 1995 through December 1997. This gives Commission F two of the six member's-at-large (Ed Westwater was elected last year). Each member serves a three year term. Although two member-at-large candidates are elected by USNC each year, no candidate was put forth by Commission F for 1996.
B. Julius Goldhirsh requested a nomination from Commission F for the Secretary of the USNC. Julius pointed out that this nominee, if elected by USNC, would take office in 1997. The secretary would then serve for a period of three years, become Vice Chairman, serve as Vice Chairman for three years, and then assume the Chairmanship of USNC for another three years.
Wolf Vogel nominated Juergen Richter and the nomination was seconded. The nomination of Juergen Richter was approved unanimously.
C. Julius Goldhirsh announced the tentative dates for the next USNC/URSI meeting. The USNC Executive Committee revised these dates. The final dates for the 1996 USNC/URSI meeting are Tuesday, January 9 through Friday, January 12.
D. Julius Goldhirsh announced that the USNC has 124 slots for International URSI Correspondents and that any member or non member could request correspondent status by signing a sheet that was passed around. A correspondent is a person who receives mailings from International URSI regarding International meetings and news.
E. Julius Goldhirsh requested the members in attendance to consider whether or not they would like to be considered as a participant at the next General Assembly (28 August to 5 September 1996 in Lille, FR). The selection process for participants will start at next year's meeting. A participant may be a candidate for a partial travel grant.
F. Julius Goldhirsh announced that the 1999 General Assembly meeting will be held outside of Europe and that anyone interested in working to have the General Assembly meeting held in the U.S. should contact him. The last General Assembly meeting in the U.S. was held in Washington, D.C. in 1981.
4. Commission F representation at the USNC/URSI meeting.
Julius Goldhirsh reported that the representation of Commission F has been growing over the past few years. He presented a chart showing the growth in number of sessions and number of papers presented.

5. Overview of future Commission F related meetings.
Julius Goldhirsh reviewed the future meetings where Commission F has direct participation and cosponsorship. The list of the meetings, locations, and dates is an attachment to the minutes. He also stressed that papers submitted to IGARSS should be concerned with remote sensing and that papers submitted to AP-S should be directed towards "point-to-point" topics.
6. Commission F membership.
Julius Goldhirsh reminded the members in attendance that an active member in Commission F must attend at least one business meeting in a three year period. Failure to attend at least one meeting in three years will result in the Secretary writing a letter to the member indicating that the member will be placed on an "inactive" list and will receive no further information from Commission F. An inactive member may be reactivated through a written request to the Secretary and attendance at a subsequent Commission F business meeting.
7. New business.
Julius Goldhirsh asked if there were any new business items that needed to be discussed. No new business items were raised and a motion for adjournment was put forth and seconded. Julius Goldhirsh adjourned the meeting at 5:44 p.m.
