Minutes of the USNC URSI Commission F Business Meeting

- The meeting was called to order at 1705 CDT by USNC URSI Commission F vice chair, Kenn Anderson
- Kenn Anderson asked for a volunteer to take the minutes of the meeting. Rama Janaswamy offered to take the minutes.
- Old Business
Kenn Anderson reviewed the minutes of the 2002 National Radio Science Meeting that was held in Boulder, CO. 10 January 2002.
- New Business
- A motion was made to extend a round of applause to Ed Westwater for his efforts during the past three years as USNC URSI Commission F chair. The motion was seconded and approved, accompanied by a round of applause for Ed.
- Kenn Anderson discussed future USNC URSI Commission F sponsored meetings. He noted that a Commission F business meeting would be held at the IGARSS in Toronto, CA (24-28 June 2002). For the XXVIIth URSI General Assembly (Maastricht, NL, 18-23 August 2002) Kenn indicated that participants are elected by the Commission Chair where each Commission is allocated a specified number of possible participants (the formula for allocating participant slots is dependent on the number of members in each Commission and the number of papers given at USNC URSI sponsored meetings). A participant must have attended at least one Commission business meeting during the triennium. In addition, a participant is eligible for a travel stipend of, nominally, $800.00. Prof. Gary Brown mentioned that a delegate to the GA is a voting member of the USNC URSI Committee consisting of the Chair, Vice-Chair, and immediate past-Chair of USNC URSI as well as the Commission Chairs and the Members-at-large. Kenn Anderson said that there would be no January 2003 meeting in Boulder as the IEEE AP-S/URSI meeting in Columbus, OH (22-27 June 2003) is designated as a North American Radio Science Meeting (held jointly with URSI Canada). USNC URSI and all Commissions will have business meetings at the North American Meeting.
- With regards to the IEEE AP-S/URSI meeting in Columbus, Kenn said that Joel Johnson, the URSI Liaison, is looking for organizers of special sessions. Those who are interested in organizing a special session should contact Joel (

Kenn Anderson noted that the submission deadline of student papers for the IEEE AP-S/URSI meeting is 8 Dec 2002.
Kenn Anderson asked the attending members if they felt that a Commission F business meeting at IEEE AP-S/URSI meetings is worthwhile. Prof. Don Dudley said that he attends IEEE AP-S/URSI meetings and appreciates the opportunity of keeping in touch with USNC URSI through these business meetings. Dr. Don Barrick expressed support for continuing these meetings. Kenn asked for a show of hands indicating support for continuing Commission F business meetings at IEEE AP-S/URSI meetings. The attendees unanimously indicated support for continuing these meetings.
Prof. Gary Brown motioned for a round of applause for Kenn Anderson’s contributions to organizing the USNC URSI membership list. The motion was seconded, approved and accompanied by applause for Kenn.
Kenn Anderson motioned for a round of applause for Gary Brown’s leadership as USNC URSI Chair for the past triennium. The motion was seconded, approved and accompanied by applause for Gary.
Kenn Anderson moved to adjourn the meeting at 1730 CDT. The motion was seconded and approved.
