Minutes of the USNC URSI Commission F Business Meeting
IEEE Antennas and Propagation Society (AP-S) and
USNC URSI National Radio Science (NRS) Meeting

1. Commission F Vice-Chair Kenn Anderson called the meeting to order at 5:30 PM
2. Ross Stone volunteered to take the minutes of the meeting.
3. Approval of minutes from the January 2000 NRS meeting.
   1. Kenn announced that the minutes have not yet been sent to the membership.
4. Membership report.
   1. The Commission F membership role lists 193 people. About 80 have attended a business meeting in the last three years.
5. Items raised at the January 2000 NRS meeting.
   1. A USNC/URSI membership nomination form is available at www.usnc-ursi.org/nomform.htm
   2. Topics for the upcoming NRS meeting (Jan 8-11, 2001, Boulder, CO) are posted at <cires.colorado.edu/ursi>. Kenn announced that the deadline for abstract submissions is 28 August 2000.
   3. Kenn asked the attendees if they had received a mailed Call for Papers for the 2001 NRS meeting and briefly described the method of generating the mailing list.
   4. Kenn reviewed the classification of Commission F membership. The previous classes of active, inactive, and correspondent have been deleted and replaced by member.
6. Status of Commission F business meetings.
   1. A Commission F member is eligible to receive a travel stipend for attending a General Assembly (GA) if the member has attended a Commission F business meeting during the triennium between GAs. There are three meetings where Commission F has a business meeting. These are the NRS (Boulder), the IEEE AP-S/URSI, and the North American IEEE AP-S/URSI.
   2. Kenn indicated that about half of Commission F membership attends IGARSS and that some members have requested that a Commission F business meeting be held at IGARSS. Kenn asked for comments. It was decided that the issue of having a business meeting at IGARSS should be brought up at the January NRS meeting.
   3. The 2003 AP-S/URSI is a North American URSI meeting and will be held in Columbus Ohio, 23-27 June. There will not be a winter NRS meeting.
7. Other business.
   1. Kenn announced that Bob Crane has retired from the University of Oklahoma. He asked for a motion that Bob Crane be elected as an Emeritus member of Commission F. A motion was made, seconded, and unanimously passed.
   2. Gary Brown stressed the need to organize special sessions at the winter NRS meeting. USNC/URSI is now under the NAS Office of International Affairs and it is worthwhile to get their attention by holding joint sessions.
   3. Maurice Long asked about the relationship of PIERS and URSI. Currently, there is no formal relationship.

Gary Brown made a motion to adjourn. Ed Altschuler seconded it and the motion passed. The meeting was adjourned at 6 PM.
